Calls for Waste Audit Intensify, Commission XII Urged to Fully Monitor PT NSK and MM2100 Industrial Area

The INDONESIAN, (Bekasi) Public pressure to strengthen environmental supervision has resurfaced following a working visit by Commission XII of the Indonesian House of Representatives (DPR RI) to the MM2100 Industrial Area, West Cikarang, Bekasi Regency, on Thursday (04/09/2026).

During the visit, PT NSK Bearings Manufacturing Indonesia became one of the companies under scrutiny. In response, civil society groups, including the Association of Young Intellectuals and Community (HIMMB) of Bekasi Regency, are urging Commission XII, through the Law Enforcement Unit of the Ministry of Environment (KLH), to immediately conduct a comprehensive audit of waste management practices at the company.

The Chairman of HIMMB Bekasi Regency, Arvand Ahmad, emphasized that supervision must not be limited solely to waste generators but should cover the entire management chain, from transporters to waste processors.

“Supervision must be carried out comprehensively from upstream to downstream. It should not stop at the waste producer but must also include the parties managing the waste. This is crucial to prevent loopholes and violations within the waste management system,” he stated to the press on Friday (04/10/2026).

He also recalled that Law No. 32 of 2009 concerning Environmental Protection and Management enforces the principle of collective or joint liability in waste management. Therefore, all involved parties are obligated to bear legal and moral responsibility.

Furthermore, Arvand urged Commission XII not to limit its oversight to just one company, but to expand the scope to other firms in the Bekasi region suspected of not fully complying with environmental regulations, particularly those still holding a ‘Red’ rating in the Company Performance Rating Assessment Program (PROPER).

Meanwhile, the Deputy Chairman of Commission XII, Putri Zulkifli Hasan, noted that the MM2100 Industrial Area is one of the largest and most integrated industrial zones in Indonesia, serving as a hub for manufacturing activities in the automotive, electronics, and logistics sectors.

However, she highlighted the low level of participation and achievement among companies within PROPER, with the majority still operating at the minimum compliance level (‘Blue’ rating).

“This raises doubts regarding the sustainability commitment of industrial players. PROPER is not merely an administrative assessment, but a reflection of a company’s environmental responsibility,” Putri asserted.

She also revealed that environmental issues in MM2100 have become increasingly urgent, following numerous public reports regarding strong odors and alleged pollution of water bodies by Hazardous and Toxic Materials (B3), which potentially impact public health.

PT NSK Bearings Manufacturing Indonesia, as a major company in the area, is considered to pose significant pollution risks through air emissions, liquid waste, and solid waste. Therefore, a strict, transparent, and accountable management system is required.

Public attention has also been drawn to the tender process for B3 and non-B3 waste management at the company, which is alleged to lack transparency and be vulnerable to interference. Commission XII stressed that a lack of transparency in this process could pose serious environmental risks if the selected partners lack adequate technical competence.

Putri added that Commission XII is committed to ensuring the optimization of the communal Wastewater Treatment Plant (IPAL) and improving the effectiveness of emission monitoring systems within MM2100.

The results of this visit will serve as strategic evaluation material to strengthen regulations and enforce more assertive and consistent environmental law.

This move aligns with the mandate of Law No. 32 of 2009, ensuring that industrial activities are not solely profit-oriented but also responsible for environmental preservation.
