The INDONESIAN (ACEH)– Rifqi Maulana, S.H., Daily Chairman of the National Executive Board of the Indonesian Law Students Association (DPN PERMAHI), has expressed deep appreciation and recognition for the service of Inspector General of Police Marzuki Ali Basyah during his tenure as Chief of the Aceh Regional Police (Polda Aceh).

Rifqi noted that police leadership in Aceh is measured not only by the ability to maintain public order and security, but equally by success in upholding the law as an instrument of protection, certainty, justice, and accessible public service for all segments of society.

In a state governed by the rule of law, the National Police (Polri) holds a strategic position as the institution closest to the people in addressing everyday legal challenges. “The success of a regional police chief must therefore be judged by their ability to build a service system that is responsive, professional, transparent, and deeply respectful of human rights,” he said.

“From a legal perspective, the police are not merely a law enforcement body – they are also a public service institution. People turn to the police when they need protection, when they become victims, when they face threats, and when they seek clarity on reports they have filed. This is where the true quality of leadership is tested,” Rifqi Maulana stated.

During Irjen Pol. Marzuki Ali Basyah’s tenure, Polda Aceh has advanced regional stability through a more open, communicative approach that prioritises collaboration with local government, traditional leaders, religious figures, academics, youth organisations, and civil society.

Rifqi said this approach aligns closely with Aceh’s distinct social, cultural, and customary values. Law enforcement, he argued, is most effective when firm against violations yet remains proportionate, just, and rooted in humanitarian principles.

“Firmness in applying the law must go hand in hand with protecting citizens. Good law enforcement is not counted only by the number of cases resolved, but by how legal processes deliver fairness, certainty, and reassurance to those who seek help – not fear,” he added.

The DPN PERMAHI leader also highlighted the critical need to improve police public services, calling for sustained strengthening of public complaint channels, victim support, crime response, information disclosure, and legal assistance.

Quality police services must deliver timely, measurable answers to the community, he said. People deserve clear guidance on reporting procedures, case progress, victim rights, and avenues for redress when services fall short.

“Public trust grows when people feel heard, served, and given certainty. Improving services must remain a constant priority – supported by stronger internal oversight, open information, and regular evaluation at every unit,” Rifqi emphasised.

Turning to community protection, he commended Polda Aceh’s focus on issues with direct impact on daily life: narcotics eradication, protection of women and children, violence prevention, cybercrime enforcement, online gambling, and security threats that undermine social and economic stability.

These challenges require integrated strategies, he noted: enforcement remains essential, but must be paired with prevention, public education, rehabilitation, victim support, and cross-sector cooperation.

“The police cannot work alone. Security is a shared responsibility between law enforcers, local government, educational institutions, families, religious and customary leaders, youth, and the wider community. Leadership that builds this kind of synergy is what will secure Aceh’s stability in the long term,” Rifqi said.

He stressed that security and legal certainty are prerequisites for sustainable development: a stable environment enables economic activity, attracts responsible investment, strengthens education, and broadens opportunities for social collaboration.

DPN PERMAHI views Irjen Pol. Marzuki Ali Basyah’s tenure as a vital contribution to upholding Aceh’s foundations of safety and order. It hopes the principles of professionalism, public engagement, service, and respect for the law will continue to guide Polda Aceh moving forward.
