The INDONESIAN, (Mandailing Natal) – Alleged irregularities in the use of the 2025 Health Operational Assistance (BOK) Budget in Mandailing Natal Regency (Madina) have once again come under public scrutiny.

Misron Saidi, widely known as Ade Batubara—a prominent youth figure and activist from Mandailing Natal—is urging the North Sumatra High Prosecutor’s Office (Kejati Sumut) to launch a comprehensive investigation, including summoning and questioning the former head of the Mandailing Natal Health Office, who was responsible for managing the program at the time.

According to Ade Batubara, summoning the former Health Office chief is a critical step to uncover the full facts surrounding the 2025 BOK Fund utilization.

“We call on the North Sumatra High Prosecutor’s Office to immediately summon and question the former head of the Mandailing Natal Health Office regarding alleged issues with the 2025 BOK Budget. This is essential to ensure investigators obtain all necessary information completely and objectively,” Ade Batubara stated on Monday (10/08/2026).

He emphasized that his demand is not a form of judgment against any party, but rather an effort to ensure law enforcement proceeds transparently, professionally, and accountably.

“We are not accusing anyone. But because the matter concerns state funds intended for public health services, all involved and responsible parties must be questioned. No one should appear to be exempt from the inquiry,” he said.

Ade Batubara explained that the BOK Fund is a key government instrument supporting basic health service operations through community health centers (puskesmas) and other facilities. Therefore, if irregularities are suspected, a thorough investigation must be conducted to maintain public trust in the government and law enforcement agencies.

Furthermore, he noted that prompt action by the North Sumatra High Prosecutor’s Office would serve as tangible proof of the state’s seriousness in overseeing and safeguarding public funds.

“The Prosecutor’s Office must serve as the last line of defense for state finances. When problems are suspected in the use of public budgets, they must be investigated professionally, objectively, and without bias,” he added.

Concerns Over the Size of the 2025 BOK Budget

Ade Batubara is also calling for a comprehensive audit and trace of the 2025 BOK Fund utilization in Mandailing Natal, given the substantial amount allocated to support public health services.

“It should be widely known that the BOK Fund is a sizable budget channeled to support various health services through puskesmas. The public has the right to know whether these funds were used in accordance with regulations,” he said.

He stated that if indications of irregularities are found, law enforcement authorities must take follow-up action in strict accordance with applicable laws, without selectivity.

Ade Batubara also invited all segments of society to objectively monitor the legal process while upholding the presumption of innocence.

“We respect the ongoing legal process. But to uphold the dignity of governance and public trust, every suspicion related to state financial management must be fully disclosed. If no violations occurred, the investigation results will certainly prove that. Conversely, if violations are found, cases must be processed according to the law,” he concluded.

He expressed hope that the North Sumatra High Prosecutor’s Office will take immediate concrete steps to summon and question all relevant parties—including the former head of the Mandailing Natal Health Office—to ensure the 2025 BOK Fund is used strictly in compliance with regulations and does not harm public interests.
