The INDONESIAN , (Jakarta)— Desi Natalia Nainggolan, wife of Luis David Hutabarat—a resident of Sukarame Baru Village, Kualuh Hulu District, North Labuhanbatu (Labura) Regency, North Sumatra—together with the People’s Advocacy Team Against Impunity (ARMI), visited the National Police Headquarters (Mabes Polri) to file a report and complaint regarding the handling of the alleged murder case involving Luis David Hutabarat.

Luis David Hutabarat died on 16 June 2026 amid a series of events the family and ARMI believe involved violence against civilians. Several security personnel from PT Agrinas Palma Nusantara (APN) have been named and/or processed as suspects in the case.

ARMI also highlighted the alleged involvement of an active TNI soldier identified as Sergeant Major Buana Delly, as mentioned in the complaint.

The complaint was addressed to the Kapolri (National Police Chief), the Polri Professional and Security Division (Propam), the Head of the Supervision and Investigation Bureau (Karowassidik) of Polri’s Criminal Investigation Agency (Bareskrim), and the Pol Inspectorate for General Supervision (Irwasum). In addition to Desi Natalia Nainggolan, the complaint was filed by Doni Romadan, identified as a victim of violence in the same incident and a witness with knowledge of the alleged criminal acts against Luis David Hutabarat.

Desi and Doni were accompanied by the ARMI team, which includes the Commission for Missing Persons and Victims of Violence (KontraS) North Sumatra, the Medan Legal Aid Institute (LBH Medan), Huta Keadilan Associate, and Bakumsu.

Case Handling Must Be Examined Professionally and Accountably

ARMI called on the Kapolri and Polri headquarters leadership to give serious attention to the case-handling process, including examining alleged unprofessionalism in the receipt of reports and investigations by the Labuhanbatu Police (Polres Labuhanbatu) command, should reviews uncover violations of procedures, ethics, or legal provisions.

ARMI stressed that law enforcement in this case must uncover the full sequence of events in an integral, objective, and transparent manner. Case handling must not stop solely with those identified as perpetrators on the ground; it must dig into the possibility of other parties who ordered, assisted, planned, or otherwise played a role in the alleged crime, should evidence point that way.

According to ARMI, investigations must be based on available evidence and prevailing laws, without regard to a person’s social status, institution, or position. The principle of equality before the law must be the cornerstone of ensuring that everyone reasonably suspected of involvement is held accountable under the law.

Alleged TNI Soldier Participation Highlighted

ARMI also drew special attention to the alleged involvement of an active TNI soldier in the pattern of violence against civilians.

ARMI emphasized that the alleged involvement of state officials must not be used as grounds to reduce transparency or hinder the uncovering of facts.

On the contrary, being a state official demands an objective, independent investigative process that is accountable to the public.

Regarding judicial mechanisms for TNI soldiers allegedly involved, ARMI called on law enforcement and relevant institutions to ensure legal application complies with prevailing laws and regulations, while upholding victims’ rights and the pursuit of material truth.

ARMI rejects all forms of impunity. No one should receive special treatment merely because of ties to state or security institutions.

DPR RI Visited to Seek Oversight and Protection

After submitting the report and complaint to Polri Headquarters, the ARMI team, together with the victim’s family and Doni Romadan, also visited the House of Representatives (DPR RI).

ARMI filed the complaint while seeking attention, oversight, and legal protection from Commission I, Commission III, and Commission XIII of the DPR RI, in accordance with their respective authorities.

DPR RI oversight is deemed essential to ensure law enforcement proceeds professionally, transparently, and accountably, free from interference or conflicts of interest.

For ARMI, this case is not merely a matter of justice for the family of Luis David Hutabarat. It is also a test of the state’s commitment to protecting civilians and ensuring that every alleged violation of law, by whomever committed, is processed fairly.

ARMI: Justice Must Not Stop at the Ground‑Level Perpetrators

The ARMI team affirmed that the state has a duty to ensure victims and their families obtain justice, protection, and redress. Simultaneously, every person reasonably suspected of involvement based on credible evidence must be held legally accountable.

Accordingly, ARMI urged investigators to thoroughly examine the entire legal construction of the case, including the possible application of criminal provisions for premeditated murder should all elements of the offense be proven by admissible evidence.

ARMI also called for serious attention to the safety of the victim’s family and witnesses. Doni Romadan—as both a witness and a victim of violence—must receive security guarantees so he can testify freely without pressure, intimidation, or threats.

ARMI Demands

– The Kapolri and Polri leadership conduct a thorough, objective investigation into the alleged criminal acts that caused the death of Luis David Hutabarat, prioritizing professionalism, transparency, and accountability.
– Uncover the full sequence of events and all parties reasonably suspected of involvement—whether as direct perpetrators, accessories, those who ordered the acts, or others with a role supported by evidence.
– Explore and apply appropriate criminal provisions, including those governing premeditated murder, should all elements of the offense be established by credible evidence.
– Ensure the alleged involvement of the TNI soldier is processed in accordance with prevailing law, guaranteeing transparency, accountability, victims’ rights, and the pursuit of truth.
– Conduct an examination of the Labuhanbatu Police Chief and investigating officers handling the case if violations of procedure, ethics, unprofessional conduct, or conflicts of interest are found in the handling process.
– Guarantee a legal process free from interference and conflicts of interest, whether from security institutions or other parties with a stake in the case.
– Request the DPR RI, through Commissions I, III, and XIII, to exercise oversight in accordance with their authority over case handling and ensure the rights of victims and their families are fulfilled.
– Request the Witness and Victim Protection Agency (LPSK) to provide protection to the victim’s family and witnesses, including Doni Romadan, from potential intimidation, threats, pressure, or other actions that could hinder the uncovering of the truth.
– End all forms of impunity for anyone proven to have committed acts of violence or crimes against civilians.

No Impunity

Allegations of murder, torture, or violence against civilians are serious matters that must be addressed under national law and human‑rights principles, including the right to life, security, and equality of all persons before the law.

Justice for Luis David Hutabarat must not end with the naming of suspects or the punishment of ground‑level perpetrators. It must be realized through the full uncovering of events, the examination of all parties reasonably suspected of responsibility based on evidence, and the provision of protection and redress for the victim’s family.

ARMI affirmed that no one is above the law. State institutions must be part of ensuring the law works—not a reason for the truth‑seeking process to be covered up.

The state must be present for the victims. The law must work for all. And there must be no impunity for anyone.
