The Legal Aid Institute (LBH) of Ansor Aceh has taken firm legal action by reporting TikTok account holder Gufroni Khan to the Cybercrime Sub‑Directorate of Polda Metro Jaya.
The report follows the circulation of posts deemed to contain negative remarks with ethnic, religious, racial, and inter‑group (SARA) nuances, as well as the politicisation of the recent natural disasters in Aceh.
Syibral Mulasi, S.H., Head of LBH Ansor Aceh, emphasised that legal proceedings against the account holder are a genuine law‑enforcement measure intended to preserve inter‑faith harmony. He firmly rejected allegations of criminalisation or links to external parties.
The statement was issued to correct misinformation circulating publicly. LBH Ansor Aceh confirmed that the report bears no connection to the Pantai Indah Kapuk 2 (PIK2) project nor to Agung Sedayu Group owner Sugiyanto Kusuma, also known as Aguan.
Spreading SARA Narratives in the Wake of Disaster
The dispute stems from flash floods and landslides that struck Aceh and parts of Sumatra on 26 November 2025.
One of the deadliest calamities in Aceh’s history, the disaster claimed hundreds of lives, left many missing, and displaced tens of thousands.
North Aceh and Aceh Tamiang Regencies suffered the most severe impacts due to extreme rainfall, upstream deforestation, and unstable soil conditions.
In the aftermath, the government prioritised accelerating construction of temporary and permanent housing, as well as restoring vital infrastructure.
Authorities acted swiftly, seeking assistance from UNDP and UNICEF, requesting increased central government funding, and partnering with humanitarian organisations such as the Buddha Tzu Chi Foundation Indonesia.
On 22 December 2025, Aceh Governor Muzakir Manaf visited Tzu Chi Indonesia’s office in Jakarta to finalise plans for 1 000 free houses for affected communities.
Under the agreement, the Aceh Provincial Government would provide the land, while Tzu Chi Foundation would build the homes and basic infrastructure at no cost to residents.
LBH Ansor Aceh chief Syibral described the collaboration as a concrete example of humanitarian solidarity and inter‑faith tolerance worthy of protection.
The Buddha Tzu Chi Foundation is widely recognised as a universal humanitarian organisation active in charity, health, and education without distinction of religion, ethnicity, or race.
However, on 25 December 2025, the TikTok account Gufroni Khan uploaded content that framed the relief effort in a negative light.
Widely shared across social media, the posts steered public opinion by speculatively linking humanitarian aid to ethnic issues and certain public figures.
Pure Law Enforcement and Deterrence
Syibral Mulasi assessed the narrative constructed by the account as highly dangerous to social solidarity and tolerance—values essential for communities grappling with tragedy.
Despite repeated requests from various quarters to remove the content, the account owner refused. This prompted LBH Ansor Aceh to pursue legal channels to impose deterrence and safeguard inter‑faith harmony.
The institute stressed that the move also protects the rights of Acehnese residents awaiting clarity on aid distribution.
Currently, the Ministry of Public Works and Housing, together with cross‑sector partners including Tzu Chi Foundation, is proceeding with construction of 4 159 permanent housing units and thousands of temporary shelters.
Syibral Mulasi affirmed that the report is based solely on strong evidence: the incident is verifiable, the video and content are clear, and ownership of the account has been acknowledged.
He urged police to proceed promptly in accordance with applicable law to uphold justice and public order.
