MEDAN — The long-running legal battle involving honorary teachers in Langkat Regency has entered a new phase, following petitioners’ filing for execution of the Medan State Administrative Court (PTUN) Ruling No. 30/G/2024/PTUN.MDN, affirmed by the High State Administrative Court Ruling No. 162/B/2024/PT.TUN.MDN and Supreme Court Cassation Ruling No. 345 K/TUN/2025 — all of which are now legally final and binding.

Following the execution request, Elizabeth Isabella E. H. Lumban Tobing, S.H., M.Hum., Chair of PTUN Medan, summoned the Langkat Regent for oversight proceedings and to seek clarification on the implementation of the final ruling. The summons was issued via Letter No. 30/Was.Eks./G/2024/PTUN.MDN dated September 8, 2026.

In response, the petitioners — alongside their legal counsel from LBH Medan — attended the hearing. The Langkat Regent was represented by legal counsel and senior officials of the Langkat Regency Government.

During the session, the PTUN Medan Chair questioned the Regency Government over its failure to implement the final ruling. The Regent’s legal team and local government officials stated the ruling could not yet be enforced, citing what they termed new circumstances: approximately 91 of the petitioners had been appointed as full-time PPPK (Government Contract Employees), while 14 others had been appointed as part-time PPPK.

The PTUN Chair then sought a response from the petitioners and their legal representatives.

LBH Medan firmly emphasized that the appointments were not the outcome of the PTUN ruling. According to LBH Medan, the appointments resulted from the 2024 PPPK selection process, in which the teachers applied and qualified independently — not from compliance with the court order.

LBH Medan argued that the so-called “new circumstances” cannot serve as legal grounds to disregard a final and binding court decision. The institution stressed that the Langkat Regent remains legally obligated to execute the ruling as a matter of respect for the rule of law, justice, and legal certainty for honorary teachers who have fought for their rights since 2023.

After hearing both parties, the PTUN Medan Chair instructed the Langkat Regent to implement the ruling in full, in accordance with State Administrative Court procedures and Implementation Guidelines No. 01/KM.TUN/HK2.7/Juklak/VII/2024 on enforcement of final judgments.

In response, the Regent’s legal counsel and Langkat officials requested time to coordinate with the Regent and central government bodies — including the National Civil Service Agency (BKN) — regarding implementation. The PTUN Medan Chair set a deadline of Friday, September 25, 2026, for the Regency Government to follow through.

LBH Medan: No Justification to Disregard a Final Ruling

Addressing the development, LBH Medan stated there is no valid reason to ignore a final court judgment. Enforcement of the ruling is fundamental to upholding the rule of law and protecting the rights of honorary teachers who have navigated legal processes since 2023.

LBH Medan further noted that full implementation would establish legal certainty for the 2023 Langkat Regency PPPK Teacher selection process, as explicitly ordered in the court’s verdict.

The organization also raised broader concerns over governance in Langkat’s education sector, including past corruption cases involving officials within the Langkat Regency Education Office. LBH Medan warned that unresolved systemic issues risk recurring if root causes are not addressed.

“Reflecting on this case, similar disputes may arise again unless education governance is comprehensively reformed — including ensuring teacher recruitment processes are transparent, fair, and fully compliant with law.” — LBH Medan

LBH Medan expressed hope that enforcement of the ruling would serve as a catalyst for systemic improvements in Langkat’s education management and educator recruitment systems.

“Such reforms are vital to elevate the quality of education in Langkat, fostering a generation that is intelligent, critical, innovative, and dignified — while bringing pride to Langkat Regency at both national and international levels.”

Core Verdict of PTUN Medan Ruling No. 30/G/2024/PTUN.MDN:

1. Partially grants the petitioners’ claim;
2. Annuls Announcement No. 810/2998/BKD/2023 dated December 22, 2023 — concerning 2023 PPPK Teacher Competency Selection Results — along with related documents;
3. Orders the Defendant to revoke the aforementioned announcement;
4. Orders the Defendant to reissue selection results for the 2023 Langkat PPPK Teacher recruitment, based on the original Computer-Assisted Test (CAT) scores;
5. Orders the Defendant and all intervening parties to jointly bear court costs totaling IDR 7,810,500.

LBH Medan hopes the enforcement process proceeds lawfully and delivers long-awaited certainty to Langkat’s honorary teachers.
