THE INDONESIAN (JAKARTA) – Legal proceedings into alleged land mafia practices in Keranga, Labuan Bajo, continue to advance. Legal representatives for the heirs of the late Ibrahim Hanta have called on all parties newly summoned by the General Crimes Directorate (Dittipidum) of Polri’s Criminal Investigation Agency (Bareskrim) to avoid evasion and fully cooperate with questioning.
Ni Made Tanti, S.H., legal counsel for the heirs, emphasised that the second summons forms a critical part of follow-up investigations into Police Report No. LP/B/96/II/2026/SPKT/BARESKRIM POLRI dated 27 February 2026. The report alleges document forgery, complicity in criminal acts, assistance in criminal conduct, and abuse of authority linked to the issuance of freehold land titles in Keranga, Labuan Bajo, West Manggarai Regency.
“All summoned parties must respect the ongoing legal process. We urge them to appear before investigators, provide truthful testimony, and submit all requested documentation,” Tanti told reporters on Sunday (5/7/2026).
The case has evolved beyond a civil dispute into a criminal investigation, with allegations requiring verification through formal legal proceedings, she noted. Every summoned individual bears both a moral and legal obligation to assist investigators in uncovering the full facts.
Report Cites Forgery and Abuse of Authority
Fellow legal counsel Indra Triantoro confirmed the report was formally registered by Bareskrim under Receipt Letter No. STTL/96/II/2026/BARESKRIM.
The submission invokes Article 391 in conjunction with Articles 20, 21, and 58(a) of Law No. 1 of 2023 on the Criminal Code, covering document forgery, participation in criminal acts, aiding offences, and abuse of power.
“The legal provisions cited are clear. Investigators will assess whether all elements of each offence are met based on evidence and testimony. Cooperation is therefore essential,” Indra stressed.
Erwin Santosa Kadiman, Naput Family, and BPN Officials Summoned Again
The second summons issued by Dittipidum Bareskrim Polri names several individuals required to provide further clarification:
– Erwin Santosa Kadiman, identified in the report as a reported party and purchaser of land from the late Nikolaus Naput;
– Maria Fatmawati Naput and Paulus Grans Naput, holders of the freehold titles under investigation;
– Three West Manggarai Regency Land Office (BPN) officials: Ketut Suarsana, Stephanus Kakut, and Konstantinus Lalu, regarding administrative procedures for title issuance.
Legal counsel Indah Wahyuni stated the summons confirms investigators are examining every stage of title issuance, underlying land documents, and transfer of ownership mechanisms.
Investigators Request Full Documentation
Summons letters explicitly require all parties to bring all documents and data related to the disputed land. Indah urged individuals to use the opportunity to explain the origin of documents and administrative processes openly.
“Procedures that comply with law should be clearly explained. Conversely, any unlawful conduct must be accounted for under prevailing regulations,” she said, noting that legal status is determined solely by investigators based on evidence gathered.
Complainant: Law-Abiding Investors Need Not Fear Bareskrim Summons
Initial complainant KS called on all implicated parties to demonstrate transparency. “The public deserves legal certainty and clarity on how this land was acquired,” KS said.
“Lawful investors with clean records should come forward, respect the summons, and explain their investment and land acquisition basis. Do not hide behind others. If land mafia practices have harmed communities, they must face legal consequences.”
New Report Planned for Supreme Prosecutor’s Office
KS confirmed legal action will not end with the current Bareskrim investigation. “I will shortly file a new report with the Director General of General Crimes (Jampidum) at the Attorney General’s Office in Jakarta, naming Erwin Santosa Kadiman, Johanis Vans Naput, Maria Fatmawati Naput, and other relevant parties.”
The submission will include verified evidence, including the Supreme Court’s final and binding ruling and official documents issued by the Attorney General’s Intelligence Directorate (Jamintel). “This case must be brought fully into the light,” KS added, noting the effort seeks legal certainty for long-running agrarian conflicts in Labuan Bajo, not only for the heirs. “The public has a right to the truth.”
Case Originates from Final Supreme Court Ruling
Investigators have questioned witnesses since 27 April 2026, including Suwandi Ibrahim, Muhamad Rudini, Wihelmus Warung, Mikael Mensen, Surion Florianus Adu, and Ismail. Respondents’ witnesses Haji Ramang Ishaka and Muhamad Syair were examined on 30 April 2026. The investigation is led by AKBP Arya Fitri Kurniawan of Unit II, Sub-Directorate IV, Dittipidum Bareskrim Polri.
The dispute centres on 11 hectares in Keranga, Labuan Bajo, definitively awarded to Ibrahim Hanta’s heirs via Supreme Court Cassation Ruling No. 4568 K/PDT/2025, which:
1. Confirms the land belongs exclusively to Ibrahim Hanta’s heirs;
2. Declares all conflicting freehold titles null and void;
3. Cancels all related sale and purchase agreements.
“Once a ruling becomes final and binding, no legal basis remains for further claims,” Indra Triantoro noted.
At press time, attempts to obtain responses from Erwin Santosa Kadiman, Maria Fatmawati Naput, Paulus Grans Naput, and the West Manggarai BPN Office were ongoing. Any replies received will be published to ensure balanced reporting.
