The INDONESIAN (Jakarta)— The investigation into alleged document forgery and abuse of authority linked to the issuance of freehold title certificates for approximately 11 hectares of land in Keranga, Labuan Bajo Sub‑district, Komodo District, West Manggarai Regency, East Nusa Tenggara, has entered its next phase.
“The General Crimes Directorate of the National Police Criminal Investigation Agency (Bareskrim) has summoned several parties for a second round of questioning regarding a report filed by a complainant identified only by the initial D,” said Jon Kadis, legal counsel for the heirs of the late Ibrahim Hanta, speaking to reporters in Labuan Bajo on Thursday, 17 June 2026.
According to Kadis, the summons forms part of deeper inquiries into suspected forgery, alleged complicity and assistance by other parties, as well as abuse of authority surrounding the issuance of two freehold certificates covering the disputed land.
“The certificates central to this case are Certificate 02545 issued in the name of Maria Fatmawati Naput and Certificate 02549 in the name of Paulus Grant Naput, both covering land in the Keranga area of Labuan Bajo. These properties were later found to have been sold to Erwin Santosa Kadiman — also known as Santosa Kadiman — owner of the St. Regis Labuan Bajo hotel,” Jon Kadis explained.
Erwin Kadiman Recalled by Bareskrim
Investigators have issued a second invitation to clarify matters with Erwin Santosa Kadiman, named in the police report both as a respondent and as the buyer who acquired the land from the late Nikolaus Naput.
He is scheduled to appear before officers of the General Crimes Directorate at:

This marks the second summons against Erwin Santosa Kadiman, focusing on the acquisition process and documentation relating to the land in question.
Nikolaus Naput’s Family Also Required to Give Statements
Alongside Erwin Kadiman, Bareskrim investigators have recalled Maria Fatmawati Naput and Paulus Grant Naput — the registered holders of the two certificates under review — to provide further details.

“Both individuals are being questioned to clarify the history of certificate issuance, land possession records, and supporting documents for the Keranga property,” Jon Kadis noted.
Several West Manggarai Land Office Officials Also Summoned
Beyond certificate holders and the buyer, investigators have also requested clarification from staff members of the West Manggarai Regency Land Office (BPN) believed to have knowledge or involvement in the certification process.

Jon Kadis explained that the summonses follow up on Police Report No. LP/B/96/II/2026/SPKT/BARESKRIM POLRI, dated 27 February 2026 and filed by a complainant with initial S.
Investigation documents cite allegations of document forgery, complicity, assistance in unlawful acts, and abuse of authority connected to the issuance of the two titles covering the roughly 11‑hectare site in Keranga, Labuan Bajo.
“The alleged offences are recorded as occurring on 31 January 2017 in Labuan Bajo Sub‑district, Komodo District, West Manggarai Regency,” he added.
In formal summonses seen by the media, investigators also require all parties to bring along all relevant documents, records and evidence that may assist inquiries.
