The INDONESIAN (MEDAN) – Amid the dynamics of a metropolitan city home to more than 2.5 million people, the Medan City Branch Leadership Council (DPC) of Zirah Amanat Rakyat untuk Keadilan (ZARKA) has been formed to champion public interests, channel community voices, and advance transparent and equitable governance.
The People’s Mandate Shield for Justice (ZARKA) has officially expanded its organizational network by establishing the Medan City DPC, entrusting leadership to Barto Silitonga, S.S.
This step forms part of ZARKA’s 2026 national consolidation drive, designed to broaden the organization’s service and establish a critical, independent, objective, and responsible platform for public aspirations in the capital of North Sumatra.
Under Barto’s leadership, the Medan DPC will serve as a space for residents to submit views, information, and complaints concerning public services, budget management, development implementation, and policies affecting the common good.
All submissions will be reviewed through document verification, research, requests for clarification, institutional dialogue, and formal recommendations. ZARKA will not advance allegations based on prejudice, nor will criticism be used as a tool for intimidation.
According to Barto, the branch’s formation must go beyond administrative formalities or organizational expansion. “ZARKA’s presence must be felt through tangible action—turning public anxiety into research, complaints into advocacy, and citizens’ courage into moral force for a better city.”
“‘This is Medan, friend!’ should not only describe a tough city—it must mean its people are brave enough to ensure power remains on the right path,” Barto stated.
A Dense City with Complex Challenges
Medan recorded a population of 2,551,006 in 2025, spanning 281.99 square kilometers with a density of roughly 9,046 people per square kilometer. Administratively, it comprises 21 subdistricts, 151 urban villages, and 2,001 neighborhoods.
Its large population, high mobility, and social diversity place complex demands on local governance. The administration must deliver fast, open, and equitable services in civil registration, health, education, licensing, land management, sanitation, transport, flood mitigation, social assistance, and infrastructure.
BPS data also shows Medan’s poverty rate stood at 7.25 percent in 2025—a reminder that amid trade, investment, and urban growth, many still need inclusive policies and effective social protection.
For ZARKA, these numbers represent more than statistics: they stand for citizens’ right to decent services, legal certainty, a healthy environment, and a government open to scrutiny.
Critical and Constructive Oversight of Medan City Government
ZARKA will act independently of investigators, prosecutors, state auditors, or courts. The organization’s name and identity will never be used for personal gain, practical politics, intimidation, or extortion.
Its role is to ensure public aspirations do not vanish within bureaucracy, that public questions receive proper answers, and that widely felt problems are not ignored simply because residents lack access.
Guided by the motto “Speak for the People, Stand for Justice,” the Medan DPC pledges to be a fortress of aspirations: firm yet ethical, bold yet objective, critical yet fully within the bounds of law.
In closing, Barto delivered this vow:
“Horas! May ZARKA in Medan become a home for courage, an open eye where authority must be watched, and a voice that rises when justice needs defending. We do not come to add noise to the city, but to ensure that from Belawan to Medan Tuntungan, no people’s rights are lost, no public questions are buried, and no power forgets who truly holds the mandate—the people of Medan.”
