FORMASI Highlights Rp15 Billion UNJA Renovation Projects, Urges PPK Dedi A.D. to Disclose Documents — KPK and Attorney General’s Office Named as Potential Reporting Options

PRIME NEWS POST

The INDONESIAN, (Jakarta)— The Anti-Corruption Community Alliance Forum (FORMASI) has raised concerns over alleged irregularities in the procurement selection process for several renovation and rehabilitation projects at Jambi University (UNJA), valued at approximately Rp15 billion in total. FORMASI is urging university authorities and relevant officials to publicly disclose procurement documents and provide verifiable explanations to the public.

Student activist and action coordinator Usra Wailung, S.H., widely known as Uca, emphasised that procurement worth billions of rupiah cannot leave unanswered questions about provider selection, decision-making rationale, and accountability in the use of state funds.

FORMASI confirmed it is examining the matter and has not ruled out submitting findings to law enforcement authorities, including the Corruption Eradication Commission (KPK) and the Attorney General’s Office, should credible evidence of irregularities emerge.

“Procurement valued at tens of billions of rupiah must not remain shrouded in uncertainty. We want to verify whether every step complies with established regulations. If evidence indicates deviations, FORMASI will consider filing a report with the KPK or the Attorney General’s Office so this matter can be examined objectively,” Uca stated on behalf of FORMASI.

According to the alliance, oversight over government procurement is not about judging any particular party, but rather ensuring every rupiah of public funds is managed transparently, accountably, and legally.

SiRUP Records E-Purchasing, Yet Selection Method Questioned

Based on reviewed documentation, several UNJA projects were recorded under the e-purchasing method within the Electronic Procurement System (SiRUP) managed by the Government Goods/Services Procurement Policy Agency (LKPP), with data updated as recently as 28 September 2026. However, circulating information suggests providers may have been selected through an unregulated “beauty contest” mechanism.

The projects under scrutiny include:

– Main Hall renovation
– Interior works for the Research and Community Service Institute (LP2M) building
– Rehabilitation of the Rental Apartment Building (Rusunawa)
– Works at the Faculty of Economics and Business (FEB) building

FORMASI is questioning whether the method recorded in the system matches actual practice, transaction documents, and contract implementation. Such verification is essential, as procurement must be legally sound and traceable from planning through to completion.

“Claiming procedures were followed is not enough. The public needs concrete answers. What method was used? What legal basis supports it? How were providers selected? Where are the documents? These questions require evidence, not reassurances,” Uca said.

While e-purchasing should be conducted through electronic catalogues, the term “beauty contest” does not appear as a recognised procurement method under Article 38 of Presidential Regulation No. 16 of 2018 and its amendments. That said, design presentations, concept pitches, and technical evaluations are not inherently unlawful — what requires verification is their standing within the formal procurement procedure, the criteria used, and compliance with prevailing regulations.

FORMASI therefore demands that discrepancies between recorded and reported practices be clarified through official documentation. Full transparency, the group argues, should readily resolve public concerns if processes were indeed followed correctly.

PPK Dedi A. Urged to Provide Public Explanation

Attention has also been directed toward Dedi A., S.H., M.H., the Commitment Making Officer (PPK), given his statutory responsibilities in overseeing procurement processes.

FORMASI is seeking clarification on the actual procurement methods applied, their legal basis, technical specifications, estimated project values (HPS), provider selection records, contract amounts, and electronic transaction trails where applicable.

Uca noted that authority over public spending must be matched with accountability. “Positions and powers come with responsibility. We ask for an open explanation of decisions and supporting documents. If everything is compliant, show the evidence. If not, irregularities must be addressed through established oversight mechanisms,” he asserted.

FORMASI stressed that these inquiries do not imply wrongdoing on the part of the PPK or UNJA. Conclusions regarding compliance or violations must be evidence-based and determined by authorised institutions.

Additional Packages Flagged for Review

Beyond the primary projects, FORMASI is also calling for scrutiny of several packages recorded as using Direct Procurement methods, including:

– FKIP Tennis Court rehabilitation: Rp400 million
– Telanaipura Postgraduate Building roof renovation: Rp400 million
– Graha Kemas Mohamad Saleh Department Room partitioning: Rp399 million

FORMASI cautioned that project values near procurement thresholds do not automatically indicate misconduct. However, the scope of works, justification for package formation, price reasonableness, and selection processes must be reviewed to detect potential splitting of contracts intended to bypass standard procedures.

According to Uca, oversight must be comprehensive rather than limited to individual projects. Interconnections between works, planning documents, contracts, and implementation records must all be examined to ensure findings are factually sound.

Formal Reporting Pathways Prepared

FORMASI confirmed it will not limit its efforts to public statements. The organisation stands ready to submit formal complaints to oversight bodies and law enforcement agencies based on its findings. Both the KPK and the Attorney General’s Office are being considered as reporting destinations should preliminary evidence suggest criminal corruption offences. Internal oversight through the Ministry of Higher Education’s Inspectorate General is also an option.

“We make no allegations without evidence. But neither will we allow questions over public spending to remain unanswered. If our review uncovers credible indications of irregularities, we will formally report to the appropriate authorities — the KPK or Attorney General’s Office. Documents and facts should speak for themselves; investigators should conduct the examination,” Uca concluded.

FORMASI has requested that UNJA provide an official response before concerns escalate further, noting that open clarification benefits all stakeholders and preserves institutional trust.
