Minang Diaspora Volunteers Demand Full Investigation into Soaring PAM Jaya Water Bills

Jakarta – M. Rafik, Chairman of the Minang Diaspora Volunteers Forum for Pram–Doel, has voiced serious concern over the dramatic surge in water bills charged by PAM Jaya, which has triggered widespread public unrest across Jakarta. He is demanding a transparent and independent investigation, while urging the Governor of DKI Jakarta to take full moral responsibility for the turmoil affecting residents.

In addition, Rafik has formally called on the Corruption Eradication Commission (KPK) and the Attorney General’s Office of the Republic of Indonesia to step in and investigate potential irregularities in the management of PAM Jaya’s budget and water tariff policies.

According to numerous public complaints, water bills have increased by as much as 10 to 15 times. Many low- to middle-income households that previously paid between Rp300,000 and Rp400,000 per month are now being billed more than Rp5 million. This sharp increase has been in effect since January 2025, following Jakarta Governor Regulation No. 730 of 2024. However, the policy was reportedly implemented without adequate public dissemination, leaving many customers confused and sparking long queues at PAM Jaya service offices.

Rafik also highlighted contradictions in official statements. In September 2025, PAM Jaya officials reportedly assured the public that there would be no tariff increase. This assurance now stands in direct contrast to the reality faced by consumers, raising serious questions about transparency, honesty, and public service accountability.

Four Key Demands to the Jakarta Governor
Rafik has issued four firm demands to the Governor of DKI Jakarta:

1. To publicly explain the legal and economic basis of the water tariff increase and the reasons behind the lack of proper socialization.
2. To fully disclose public data related to the tariff scheme, the calculation formula, the list of projects, and the overall use of PAM Jaya’s budget.
3. To immediately review the current tariff structure, especially for low-income and modest household customers.
4. To order a comprehensive governance audit involving the Jakarta Inspectorate, the Ombudsman, and independent oversight institutions.

Rafik emphasized that this stance should not be interpreted as political opposition to the government. Instead, it reflects a genuine commitment to social justice and the protection of ordinary citizens. He stressed that imposing drastic water tariff increases without clear justification, especially amid ongoing economic pressure, represents a form of injustice that cannot be tolerated.

“The people will continue to monitor this issue openly, peacefully, and constitutionally,” Rafik said.

Potential Legal Violations

If violations are found, Rafik warned that the case could lead to breaches of several national laws, including:

Law No. 25 of 2009 on Public Services, concerning transparency and consumer protection.

Law No. 30 of 2014 on Government Administration, related to maladministration and abuse of authority.

Law No. 31 of 1999 in conjunction with Law No. 20 of 2001 on the Eradication of Corruption, should state financial losses be identified in connection with PAM Jaya’s projects and budgets.
