Jakarta — Amjad Fathulbari, Head of the National Legal and Human Rights Investigation Team of the Central Board of the Republic of Indonesia Student and Youth Movement (DPP GMPRI), firmly urges the Attorney General’s Office of the Republic of Indonesia (AGO) to immediately summon and examine 55 members of the Tangerang Regency Regional People’s Representative Council (DPRD) who are strongly suspected of being involved in the corruption of FOKIR (People’s Inspirational Communication Forum) funds.
This call follows up and expands on GMPRI’s official report previously submitted to the AGO regarding allegations of misuse of state assets in the form of a Regional Standby Vehicle by one of the Tangerang Regency DPRD members.
According to Amjad, the investigation findings by GMPRI’s National Legal and Human Rights Team reveal systematic, structured, and massive abuse of authority within the Tangerang Regency DPRD, not only in the Standby Vehicle case but also in the management and disbursement of FOKIR funds sourced from the regional budget (APBD).
“The alleged Standby Vehicle misuse case we reported serves as an entry point. From there, we found strong indications that similar practices also occurred with FOKIR funds, involving dozens of Tangerang Regency DPRD members,” Amjad Fathulbari emphasized.
Alleged Misappropriation of FOKIR Funds
Based on document reviews, public reports, and coverage from credible local media, GMPRI suspects that FOKIR funds:
– Were not used in accordance with community aspirations;
– Were diverted for personal and group interests;
– Lacked transparent and accountable reporting;
– Potentially caused significant financial losses to the state;
– Are allegedly linked to around 55 Tangerang Regency DPRD members across commissions and factions, requiring comprehensive, serious, and impartial handling.
Legal Basis
The alleged violations potentially breach several regulations, including:
– Law Number 31 of 1999 jo. Law Number 20 of 2001 on the Eradication of Corruption Crimes;
– Law Number 23 of 2014 on Regional Government;
– Law Number 1 of 2004 on the State Treasury;
– Law Number 30 of 2014 on Government Administration.
GMPRI’s Demands
GMPRI firmly demands that the AGO:
– Immediately summon and examine the 55 Tangerang Regency DPRD members regarding alleged FOKIR fund corruption;
– Conduct a comprehensive investigative audit of FOKIR fund management and disbursement through the Supreme Audit Board (BPK)/Financial and Development Supervisory Agency (BPKP);
– Trace fund flows and determine legally responsible parties;
– Handle the case transparently, professionally, and free from political interference;
– Provide updates on case progress to the public as a form of law enforcement accountability.
GMPRI emphasizes that if no concrete legal steps are taken by law enforcement authorities in the near future, it is prepared to mobilize national consolidation of student and youth movements to oversee the legal process until completion.
“We will not stop. This is the moral commitment of students and youth to safeguard public funds and eliminate corrupt practices at the regional level,” Amjad concluded.
