16-Hectare Land Dispute in Labuan Bajo: Ramang and Syair to Undergo Second Phase of Questioning at Bareskrim

The Indonesian  – Alleged land mafia figures in Labuan Bajo, West Manggarai, East Nusa Tenggara, underwent intensive questioning by the National Police’s Criminal Investigation Agency (Bareskrim) team for five hours. The suspects, identified as Haji Ramang Ishaka and Muhamad Syair, were seen leaving the Special Crime Unit (Tipidum) office of the West Manggarai Police Station on Thursday (30/4/2026) at approximately 15:35 WITA.

The manner in which the two suspects exited the building raised questions. Unlike their arrival, which was covered by the media, Haji Ramang and Muhamad Syair chose to leave the interrogation room through the northern back door of the police headquarters.

This move was viewed by the reporting parties as an attempt to avoid public attention, as many had been waiting for the results of the questioning since noon.

Earlier, the two arrived promptly at 11:00 WITA and immediately began questioning regarding allegations of document forgery and abuse of authority concerning an 11-hectare plot of land in the Keranga area, Labuan Bajo.

Haji Ramang Ishaka was seen wearing a black sweater and a red cap, while Muhamad Syair dressed in a black shirt. Both remained tight-lipped and went straight into the investigator’s room without making any statements.

Moments During Interrogation

Several brief moments were captured by the media during the interrogation. At around 12:23 WITA, Haji Ramang was seen stepping out of the Tipidum Unit room. Without providing any comments, he walked briefly before returning inside.

His legal representative, Gabriel Kou, confirmed that the process was not yet complete.

“The questioning is not finished yet. We are just taking a short break,” he stated briefly.

Shortly after, Muhamad Syair was also seen outside. He chose to sit casually in the police station yard while smoking.

“Taking a break to smoke first,” he said lightly, indicating that the interrogation was still ongoing.

It is known that the questioning of Haji Ramang and Muhamad Syair is a continuation of the investigation series that started on April 27, 2026. The Bareskrim team, led by AKBP Arya Fitri Kurniawan, had previously questioned a number of witnesses and reporting parties, including Suwandi Ibrahim, Muhamad Rudini, Wihelmus Warung, Mikael Mensen, Surion Florianus Adu, and Ismail.

The case itself stems from police report number STTL/96/II/2026/BARESKRIM dated February 27, 2026, which reveals alleged criminal acts in the issuance of five Land Ownership Certificates (SHM) on January 31, 2017.

Several other names were also reported, including Erwin Kadiman Santosa, Maria Fatmawati Naput, Paulus Grans Naput, as well as individuals allegedly linked to the West Manggarai Land Office.

From Final Verdict to Criminal Allegations

This case was previously settled in the civil court. The heirs of the late Ibrahim Hanta won the lawsuit up to the cassation level at the Supreme Court of the Republic of Indonesia via ruling number 4568 K/PDT/2025.

The ruling confirms that the 11-hectare land legally belongs to the heirs of Ibrahim Hanta, and all certificates issued under other parties’ names are deemed invalid.

“Once the ruling is legally binding (inkracht), there is no longer any legal room to claim that land,” stated the legal counsel for the heirs, Irjen Pol (Ret.) Drs. I Wayan Sukawinaya, accompanied by Dr. (c) Indra Triantoro, S.H., M.H., to reporters on Friday (1/5/2026) in Labuan Bajo.

The questioning of Haji Ramang and Muhamad Syair is considered a crucial step in unraveling their alleged roles in the process of issuing the currently disputed documents.

Their decision to leave through the back door without providing statements has further fueled public speculation.

As of this report, no official statement has been released by investigators regarding the results of the session. However, one thing is certain—the investigation into the Kerangan case is now entering a more transparent phase, and the public is waiting to see if the next steps will lead to the designation of official suspects.
