The INDONESIAN (JAKARTA) — The struggle to safeguard Aceh’s future has once again resonated at the national legislature. During a meeting of the Indonesian House of Representatives’ (DPR RI) Legislative Body regarding the revision of the Aceh Governance Law (UUPA), H. Muslim Ayub alongside T.A. Khalid reaffirmed their strong commitment to advocating for the Special Autonomy (Otsus) Fund to continue indefinitely.
In his statement, Muslim Ayub emphasized that the issue of the Special Autonomy Fund is the most urgent aspect of the revision process for Law Number 11 of 2006 concerning the Governance of Aceh.
“If this Special Autonomy Fund expires and is not extended, the entire governance system in Aceh will undoubtedly be disrupted,” he asserted firmly during the meeting.
According to him, the Special Autonomy Fund has long served as a critical foundation for Aceh’s development, supporting infrastructure, education, healthcare, and economic empowerment for communities across the region.
For this reason, Aceh’s parliamentary delegation is pursuing two major goals simultaneously: raising the allocation of the Special Autonomy Fund to 2.5 percent of the national budget and ensuring the fund’s continuation without any time limit.
“We expect that as long as Special Autonomy applies in Aceh, the Special Autonomy Fund will also remain in effect indefinitely,” Muslim Ayub stated.
Beyond focusing on the fund’s size, the revision of the UUPA also proposes the establishment of a special body to manage the funds. This body would include representatives from academia, community leaders, politicians, and regional stakeholders from all across Aceh.
This new institution is intended to strengthen oversight and ensure that development reaches marginalized areas, including Sabang, Simeulue, Southeast Aceh, Gayo Lues, Singkil, and Subulussalam.
“We want coastal communities and residents of smaller regions to also experience development and benefit from the Special Autonomy Fund in a fair and proportionate manner,” he said.
Muslim Ayub also expressed optimism that the revised law will significantly impact the region’s strategic programs, including the sustainability of the Aceh Health Insurance (JKA) program, infrastructure development, and improvements to public welfare—areas previously constrained by limited funding.
“If the Special Autonomy Fund is approved as we hope, I am confident that the needs of the people of Aceh—including infrastructure development and public welfare—will receive a far more adequate allocation,” he explained.
This legislative effort is seen not merely as a regulatory review, but as a vital step in securing Aceh’s future, strengthening regional autonomy, and ensuring that future generations benefit from more equitable and fair development across the province.
