Jakarta – The Central Leadership Council (DPP) of the Indonesian Students and Youth Movement (GMPRI) has officially submitted a complaint and report to the building of the Attorney General’s Office of the Republic of Indonesia (Kejaksaan Agung RI) regarding strong suspicions of corruption and abuse of authority in the use of Regional Emergency Vehicles, allegedly committed by Nonce Tendean, S.H., a member of the Tangerang Regency Regional House of Representatives (DPRD) Commission IV from the Democratic Party Faction.
The GMPRI DPP delegation was led directly by the National Investigation Team for Law and Human Rights, and was well received by representatives of the Attorney General’s Office of the Republic of Indonesia, namely Erickson.
Amjad Fathulbari, Head of the GMPRI DPP National Investigation Team for Law and Human Rights, stated that the report was compiled based on internal investigation results and information from credible local media outlets, including sorotnusantara.net and ekspresibanten.id.
The report refers to a number of provisions in legislation, including:
1. Article 3 of Law No. 31 of 1999 in conjunction with Law No. 20 of 2001 concerning the Eradication of Corruption Crimes;
2. Article 2 Paragraph (1) of the Corruption Eradication Law concerning Acts Against the Law that Enrich Oneself or Others;
3. Law No. 1 of 2004 concerning the State Treasury;
4. Law No. 30 of 2014 concerning Government Administration;
5. Law No. 77 of 2022 concerning Regional Financial Management;
6. Tangerang Regency Regional Regulation No. 6 of 2010 concerning the Management of Regional-Owned Assets.
Based on investigation results, GMPRI DPP suspects that the following have occurred:
– Misuse of 3 emergency vehicle units, with an estimated price of around IDR 300 million per unit;
– Maintenance costs of around IDR 100 million per unit (Republic of Indonesia);
– Total potential state financial loss reaching approximately IDR 1.2 billion (2024–2026 period);
– Loss of public service benefits amounting to around IDR 300 million;
– Bringing the total alleged state loss to approximately IDR 1.5 billion, as reported by sorotnusantara.net.
The alleged modus operandi include:
1. Emergency vehicles being used for personal purposes rather than public social services;
2. Diversion of emergency vehicle functions from healthcare services and logistics distribution;
3. Unauthorized parties taking possession of vehicle documents (BPKB – Vehicle Ownership Certificate);
4. Elimination of public service benefits that should have been received by the community of Pasir Jaya Village, Cikupa District, Tangerang Regency.
GMPRI DPP firmly demands that the Attorney General’s Office of the Republic of Indonesia:
1. Upgrade the case status from preliminary inquiry to formal investigation and designate suspects without political interference;
2. Seize and secure all related state assets, including emergency vehicles and vehicle documents;
3. Conduct an investigative audit through the Supreme Audit Board (BPK)/Development Finance Comptroller (BPKP) and pursue state loss recovery (asset recovery);
4. Process the case transparently and accountably, and provide updates to the public;
5. Immediately summon, examine, and arrest the suspect Nonce Tendean, S.H.;
6. Follow up on this report within 14 working days, and if there is no significant progress, GMPRI DPP states it is ready to mobilize large-scale mass action to the Attorney General’s Office building.
GMPRI DPP emphasizes that this report is a form of commitment from students and youth to oversee law enforcement, safeguard state assets, and protect the rights of the community to public services. (End)
