IKTN Socializes Government Regulation No. 39 of 2025 in Kendal, Promotes Legality and Partnerships for People’s Mining Businesses

The INDONESIAN – The National Mining Cooperatives Parent Body (Induk Koperasi Tambang Nusantara/IKTN) held a socialization event for Government Regulation (PP) No. 39 of 2025 in Gemuh Singkalan Hamlet, Sidodadi Village, Patean District, Kendal Regency, Central Java.

The activity aimed to provide comprehensive understanding to people’s mining entrepreneurs, especially those traditionally known as “Galian C” operators, regarding new policies in the minerals and coal (Minerba) mining sector.

As one of the Minerba mining business clusters widely run by individuals or traditional enterprises, Galian C commodities play a strategic role in supporting national development. The mining materials are in high demand for various construction projects, such as toll roads, buildings, and coastal area development – most of which are carried out by state-owned enterprises (BUMN Karya).

With the enactment of PP No. 39 of 2025 as a new legal framework, mining cooperatives have great opportunities to expand the scope and scale of their members’ businesses. Through this socialization, IKTN educated mining entrepreneurs and its affiliated cooperatives to establish strategic partnerships with various parties, including acting as mining service contractors. This scheme is considered a solution, particularly for provinces that have not yet had their People’s Mining Business Permit Areas (Wilayah Izin Usaha Pertambangan Rakyat/WIUPR) officially designated by the Ministry of Energy and Mineral Resources (ESDM).

PP No. 39 of 2025 also stipulates a nomenclature change from “Galian C” to “Rock”, while opening broader space for people’s mining cooperatives as legitimate legal entities to partner with BUMN and other businesses. Becoming a mining service contractor is deemed more realistic and applicable compared to waiting for WIUPR designation, which has not been evenly implemented across Indonesia.

Reached via mobile phone, Sri Sanjaya – a community leader in Sidodadi Village and a rock mining entrepreneur – expressed appreciation for the regulation.

“We welcome PP No. 39 of 2025. Our company has basically complied with existing regulations and even obtained permits directly from the ministry. However, we often face obstacles at the lower bureaucratic level that seem to create difficulties. We hope for policy alignment so that businesses have legal certainty and valid mining permits,” he stated.

In addition to encouraging people’s mining activities to operate in accordance with regulations, IKTN emphasized that community business opportunities are not limited to mining alone. Referring to Article 137 of PP No. 39 of 2025, viable business areas include mining services, transportation services, land reclamation and rehabilitation services, as well as processing and purification services.

Closing the event, Elhan Zakaria – one of IKTN’s advisors – affirmed the organization’s commitment to strengthening the role of people’s mining cooperatives.

“With a strategic framework that will be further regulated through a Ministerial Regulation from the relevant ministry, IKTN is committed to becoming an inclusive, professional parent body for mining cooperatives that prioritizes the interests of communities across Indonesia,” he concluded.
