Supreme Court Decision Ignored; Head of West Manggarai Land Office Strongly Alleged to Have Received Funds from Land Mafia

The INDONESIAN (Jakarta) – The dispute over an 11-hectare plot of land in Keranga, Labuan Bajo, West Manggarai, continues to draw public attention. Agrarian law observer Raji N. Sitepu, S.Sos., M.Si., has urged law enforcement authorities to thoroughly investigate alleged irregularities in the follow-up process to Supreme Court Cassation Decision No. 4758 K/Pdt/2025, which has obtained permanent legal force.

According to Sitepu, the slow response from the West Manggarai Land Office (BPN) in East Nusa Tenggara regarding the Supreme Court ruling has raised major questions among the public. The decision should have been enforceable long ago, yet no action has been taken to date.

“Could it be that the Head of the West Manggarai Land Office has been compromised and accepted funds from the land mafia? Public officials must act professionally: speak the truth and call out wrongdoing,” Raji N. Sitepu stated in a press release in Jakarta on Tuesday, June 16, 2026.

The politician from the National Mandate Party (PAN) went further, strongly suspecting malpractice behind the failure to execute the Supreme Court ruling—a decision that favored the heirs of the late Ibrahim Hanta.

“Danial Imanuel Liunesi, S.ST, Head of the West Manggarai Land Office, is strongly alleged to have received funds from land mafia groups. This claim must be legally verified by law enforcement agencies. We therefore demand that this matter be investigated fully and transparently,” emphasized Raji N. Sitepu, former Deputy Chairman of the Central Board of the National Mandate Party Youth Front (BM PAN).

He added that the suspicion is not unfounded. Since the Supreme Court decision gained permanent legal force, the West Manggarai Land Office has shown no concrete steps to implement it.

“The ruling is clear and legally binding. Yet to this day, there has been no meaningful follow-up. Instead, implementation has been delayed under various reasons that appear unreasonable,” Sitepu said.

He also questioned the office’s request for additional documents, noting that the heirs of Ibrahim Hanta had already submitted all required paperwork.

“If all requirements have been met, what justification remains for further delays? Bureaucratic procedures must not be used as a tool to stall time and obstruct court orders,” he stated.

In light of this situation, Sitepu called on law enforcement bodies to take firm action, including reviewing the entire administrative process for issuing the land certificates in question.

“We urge authorities not to remain passive. If there is evidence of manipulation or illicit payments linked to the land mafia, the full truth must be uncovered. It is unacceptable that citizens who have won their case at the highest court still face bureaucratic obstacles,” Sitepu asserted.

He also demanded transparent investigations into all parties involved in issuing or defending the disputed land certificates.

“This is not merely a family matter; it concerns public trust in state institutions to uphold legal certainty. Supreme Court decisions must be respected and enforced,” he concluded.

As of press time, the West Manggarai Land Office had not yet responded to requests for comment regarding the allegations and criticism over the delayed implementation of Supreme Court Cassation Decision No. 4758 K/Pdt/2025.
