The INDONESIAN (Jakarta)— Ibrahim Saehaia, Chairman of the National Anti‑Narcotics Institute (LANN), visited the Immigration Office to follow up on an application to revoke the blacklist status applied to Artem Kotukhov, a Bali‑based branch member of LANN who was deported on 14 June 2023.
In his statement, Ibrahim expressed concern over what he described as a drawn‑out process that has yet to provide clear legal grounds for the deportation measure taken against Kotukhov.
According to Ibrahim, fundamental irregularities mark the case. He noted that the deportation was cited under Article 75 of the Immigration Law — yet his side maintains it has never received detailed evidence explaining the alleged violations used to justify the move.
“We fully respect law enforcement. If wrongdoing were proven, we would not shield anyone — in fact, we would support full legal process under applicable provisions. But to this day, we have seen no proof substantiating the accusations against Artem. There is no clarity on what incidents are alleged, who the purported victims are, or what material evidence exists. These points, in our view, demand public explanation,” Ibrahim emphasized.
He argued the issue goes beyond immigration procedures alone, touching on principles of fairness, transparency, and respect for human rights.
“I therefore call upon all competent authorities — within the legislature, executive, and bodies responsible for law enforcement and human rights protection alike — to give this matter serious attention. Specifically, we urge the Directorate General of Immigration to review and lift the entry‑ban status against Artem Kotukhov if no valid basis exists to sustain it,” he added.
The appeal has also been conveyed to President Prabowo Subianto and all relevant stakeholders, with the aim of securing a transparent, objective, and just resolution. Doing so, the institute said, will help avoid setting a damaging precedent that could undermine Indonesia’s standing in domestic and international eyes as regards the rule of law.
Earlier, on 17 June 2026, Ibrahim Saehaia filed a report alleging involvement of various parties in the deportation process — a course of action he maintains was riddled with inconsistencies.
Submitted alongside the report were supporting documents and materials said to include identities of alleged actors, communication records, transaction trails, and other relevant papers intended to clarify the full background of the case.
LANN expressed expectation that all submissions and evidence will be acted upon professionally, openly, and strictly in accordance with prevailing laws — to uphold legal certainty for all concerned.
