Bandung – Another remarkable achievement has been recorded by Dr. T.R. Fahsul Falah, S.Sos., M.Si., Head of the Center for Regional Policy Strategy, Demography, and Public Services at the Ministry of Home Affairs. He officially obtained his Doctorate in Management Science from the Postgraduate Program of Universitas Pasundan (Unpas) in Bandung, after successfully defending his dissertation during a doctoral promotion session held on Tuesday, June 30.
This accomplishment is especially significant as it marks Dr. Fahsul Falah’s second doctoral degree. Previously, he completed his doctoral studies in Environmental Science. His consistent pursuit of higher education reflects a strong commitment to advancing scientific knowledge, bureaucratic leadership, and governance reform based on innovation.
On this occasion, Dr. Fahsul Falah shared insights that reflect his academic journey:
“People say my dreams are too big; I say my God is greater. Strong faith in God gives us the courage to dream big and pursue those dreams without hesitation. Nothing is impossible as long as we believe and strive with all our heart. God always walks beside us to help bring to life the goals that seem impossible to others.”
His dissertation is titled “The Influence of Learning Organization, Employee Competence, and Organizational Culture on E-Government and Its Implications for the Effectiveness of the Electronic-Based Government System (SPBE) at the Home Affairs Policy Strategy Agency (BSKDN).” The research offers both academic contributions and practical guidance to strengthen bureaucratic reform and digital governance transformation in Indonesia.
Using a quantitative approach with a census method covering civil servants at the Home Affairs Policy Strategy Agency (BSKDN), the study confirms that learning organization practices, employee competence, and organizational culture positively influence the implementation of e-government, which in turn improves the effectiveness of the Electronic-Based Government System (SPBE).
One key idea presented during the examination was that sustainable bureaucratic reform must begin with strengthening the competence of public officials, followed by building an adaptive organizational culture, and ultimately fostering a learning organization capable of continuous innovation.
According to Dr. Fahsul Falah, the success of government digital transformation does not depend on technology alone, but also on the quality of human resources, a work culture open to change, and leadership that can develop a learning ecosystem within the organization.
The promotion session was chaired by Universitas Pasundan Rector, Prof. Dr. H. Azhar Affandi, S.E., M.Sc. The Chief Supervisor was Prof. Dr. Ir. H. Iman Sudirman, DEA, assisted by Co-Supervisors Prof. Dr. H. Horas Djulius, S.E., and Dr. Atty Tri Juniarti, S.E., M.Si.
Meanwhile, the Director of Universitas Pasundan’s Postgraduate Program, Prof. Dr. H. Bambang Heru Purwanto, M.S., and the Head of the Doctoral Program in Management Science, Prof. Dr. H. Jaja Suteja, S.E., M.Si., served as reviewers and examiners. Also present was the Head of the Research and Community Service Center, Dr. Yusuf Arifin, S.Si., M.M., completing the academic panel for the session.
The examiners commended the quality of the research, depth of analysis, and relevance of the dissertation to the needs of national bureaucratic reform.
Earning a second doctoral degree demonstrates that public service and academic achievement can go hand in hand. Dr. T.R. Fahsul Falah’s example shows that civil servants are expected not only to carry out administrative duties but also to produce scientific insights that offer solutions to various development challenges.
