The INDONESIA, (Jakarta)— The policy of inaugurating officials with an Terhitung Mulai Tanggal (TMT) or Effective Date that only takes effect several months after the swearing-in ceremony has drawn sharp criticism. This practice is deemed potentially disruptive to the governance structure within the Jakarta Provincial Government.

A member of the Jakarta Regional House of Representatives (DPRD DKI), Lukmanul Hakim, assessed that this policy requires immediate evaluation as it risks creating ambiguity within the bureaucratic system.

“When an inauguration is held, the Effective Date (TMT) should immediately follow suit. Otherwise, it creates a confusing gap period that could potentially hinder the decision-making process,” he stated.

Similar criticism was voiced by public policy observer, Agus Pambagyo. He argued that the reasoning behind delaying the TMT—to avoid vacant positions or the need for Acting Officials (Pelaksana Tugas / Plt)—is unfounded.

“The argument to avoid Acting Officials seems forced. In fact, the mechanism for Acting Officials is already a common and legal practice within the government system,” he emphasized.

According to Agus, although the appointments may be considered legally valid administratively, from a governance perspective, this practice is far from ideal.

“This undermines the principle of efficiency, creates uncertainty in decision-making, and potentially disrupts the psychological stability of the organization,” he explained.

Attention has also turned to the leadership of Jakarta Governor, Pramono Anung, who is seen as lacking meticulousness in selecting key strategic officials.

A particular point of concern is the appointment of Budi Awaluddin as Head of the Transportation Department (Kadishub), despite being considered to lack a specific background or experience in the transportation sector.

Meanwhile, the transportation sector remains a critical issue in Jakarta, especially regarding traffic congestion which has yet to be resolved optimally.

Observers warn that placing officials based on factors other than competence risks slowing down problem-solving efforts, or even worsening existing conditions.

“Jakarta needs concrete solutions to tackle traffic jams. If official appointments are not based on competence, the resulting policies risk being ineffective and missing their target,” Agus added.

Given these concerns, observers stress the importance for the Jakarta Provincial Government to re-implement principles of good governance, including consistency in rule application and placing officials strictly according to their expertise and fields.
