THE INDONESIAN — The North Sumatra Student and Community United Coalition (KMMB Sumut) has officially submitted a Public Complaint Report (DUMAS) to the Head of the Labuhan Deli District Attorney’s Office (Kejari Labuhan Deli). The report was registered under document number 172/B/SEK/Korda-Sumut/XII/2025 with one attached file.
In the report, the coalition raised allegations of irregularities in the issuance of land tenure certificates in Dusun XV Semar, Saentis Village, Percut Sei Tuan Subdistrict, Deli Serdang Regency. The complainants have requested the attorney’s office to summon and examine relevant parties to ensure all processes comply with legal regulations.
Background to the Issue
The coalition explained that the problem stems from former PTPN II plantation land that has been cultivated by the community for years. On January 9, 2023, a resident named Bambang Lesmana is said to have obtained a land tenure certificate covering approximately 6,000 square meters. The document was issued by Saentis Village Head Asmawito S.Sos and signed by witnesses Ridwan and Rudianto.
The coalition stated that the issuance of the certificate requires legal investigation because the land in question remains a disputed object between the cultivating community and PTPN II.
“We view the issuance of this document as lacking sufficient legal basis because the land is still in dispute and is a state plantation asset,” the report read.
Sutoyo’s Statement: Emerging Information Points to Middleman Roni Imanuel Purba
In a separate statement, Sutoyo SH, Coordinator of KMMB, said the coalition has received numerous reports from the community alleging the existence of a middleman involved in land cultivation matters in Saentis.
“Based on information we received, there is a person named Roni Imanuel Purba who is often referred to by residents as a middleman for various cultivated lands in Saentis Village. This information comes from the community and must be verified by law enforcement,” Sutoyo said.
He added that community reports also claim there have been repeated issuances of such documents for former PTPN land by several parties.
“Many residents say that some previous village heads also issued documents for former PTPN land. All of this needs to be investigated to bring clarity,” he added.
Sutoyo emphasized that the information was submitted as part of the public complaint and is fully entrusted to the attorney’s office. “We are not accusing anyone. We only ask that all community information and reports be examined objectively,” he stated firmly.
Allegations of Abuse of Authority
The coalition also noted that the issuance of the document could potentially involve abuse of authority if it fails to meet land administration procedures. They cited Article 424 of the Criminal Code (KUHP) as a normative basis, while stressing that all allegations must be tested through official investigation.
Allegations of Other Land Document Irregularities in Saentis
In addition to this case, the complainants also alleged that other former PTPN II HGU (Cultivation Rights) land has been converted to private ownership without proper procedures. The report explained that changing the status of state assets should require approval from PTPN as the asset owner and a formal payment process to the state treasury.
Request for Summons and Examination
Regarding these allegations, the coalition has requested Kejari Labuhan Deli to summon and examine Saentis Village Head Asmawito S.Sos to ensure land administration in the area complies with legal rules and does not risk harming the state.
“We hope the attorney’s office will investigate this report objectively for the sake of legal certainty and protection of state assets,” the coalition wrote.
